Texas Water Conservation Design Standards

In 2001, the 77th Legislature directed the State Energy Conservation Office (SECO) to develop a set of water efficiency standards for state-funded buildings. The standards were designed to set targets for water-use efficiency and provide guidance on effective conservation measures to meet the statewide goals identified in Texas Government Code §447.004. Since the original mandate, the standards have been updated several times, most recently in April 2020.

The standards apply to new state-funded buildings or state-funded major renovation projects, including state-supported institutions of higher education. The standards also apply when purchasing new, related equipment to replace existing equipment, or making modifications to existing systems.

Effective Jan. 1, 2021, SECO adopts by reference the "Water Conservation Design Standards for State Buildings and Institutions of Higher Education Facilities" prepared by SECO, dated April 2020, as the water conservation design standards for any new construction or major renovation project.

SECO Compliance Certification

Before beginning construction of a new state building or state-supported higher education facility, a water conservation compliance certification form must be completed and submitted to the SECO to document compliance with the standards.
