In 2012, in collaboration with the South-central Partnership for Energy Efficiency as a Resource (SPEER) and the Building Codes Assistance Project (BCAP), SECO created the Texas Energy Codes Compliance Collaborative. The purpose of this initiative is to support achieving compliance with the state-mandated energy codes.
The collaborative’s mission is two-fold:
This mission will be achieved through the collective efforts of identified market actors to better coordinate actions and policies affecting energy code compliance. Furthermore, participants will identify and prioritize steps needed to achieve full compliance with building energy codes.

SPEER has developed an Energy Code Adoption Toolkit to provide resources to support local governments as they move toward adopting new energy codes. The toolkit also supplies the building industry with information, resources, tools and links to other supporting organizations. The toolkit is divided into three main sections, each of which includes links to more in-depth discussion of key topics.
SPEER initiated the Energy Code Ambassadors Program in collaboration with SECO, BCAP, the Building Officials Association of Texas (BOAT) and the International Code Council (ICC). This program incorporates direct interaction with trained, experienced code and building professionals who understand the challenges and constraints often faced in attaining energy code compliance. Ambassadors are geographically situated across Texas to provide guidance and peer-to-peer support for the building and enforcement community.
