Texas Broadband Pole Replacement Program

Established by House Bill 1505 from the 87th Legislature, the Texas Broadband Pole Replacement Program provides reimbursement funds to eligible applicants to expedite the deployment of broadband to individuals in rural areas. Eligible applicants for reimbursement are pole owners and retail broadband service providers that have incurred costs for replacing poles in eligible areas to affix qualifying broadband facilities. In November 2023, Texas voters passed Proposition 8, which created the Broadband Infrastructure Fund and dedicated $75 million in state revenue to the Pole Replacement Fund.

FIRST NOTICE OF FUNDING AVAILABILITY (NOFA)


  • Timelines and other programmatic details are provided in the Pole Replacement Program NOFA.
  • Applications received by the BDO will be reviewed to determine eligibility and will be either accepted or denied for reimbursement in the order they were submitted to the program. However, should program funds be oversubscribed with requests for reimbursement based on the total amount of funds made available to the program, applications will be prioritized for award based on the criteria provided in the NOFA.

APPLYING FOR REIMBURSEMENT


  • The application portal was open Sept. 3-10, 2024.
  • Incomplete, inaccurate or late applications will be denied for reimbursement.
  • The BDO is evaluating applications and will notify awardees by Nov. 1.
  • Applicants who are issued an award will have 30 days to execute a grant agreement.

FUTURE NOFAs


  • Should the Broadband Pole Replacement Fund still retain funds following the administration of the initial NOFA, subsequent NOFAs may be published to align with state statute and ensure the entire balance of the fund is awarded.
  • More details about future NOFAs, including how to apply, will be provided later, if applicable.
