Chief Jim Harris brings more than 45 years of Texas law enforcement experience to the Criminal Investigation Division (CID). His career began with the Houston Police Department in 1978. He later served with the Bellaire Police Department before joining the Comptroller's office in 2003.
Chief Harris began his tenure with CID in Houston, where he served as deputy chief before being appointed chief in January 2017. He has investigated many types of tax fraud cases involving motor fuels taxes, cigarette and tobacco taxes, motor vehicle tax and sales and use tax.
“It is an honor and privilege to serve as chief of the Comptroller's Criminal Investigation Division, the law enforcement unit having primary responsibility for investigating tax-related crimes committed against the state of Texas,” says Harris. “CID is a specialized unit with a diverse group of investigators who take their jobs seriously in making the playing field level for every person and business in the state.”

Chief Harris holds a bachelor's degree in psychology and Christianity from Houston Baptist University and a master's in criminal justice management from Sam Houston State University in Huntsville. He is a Texas Commission on Law Enforcement certified Master Peace Officer and instructor, an FBI National Academy graduate and a U.S. Army veteran.
