SECO Utility Management Report
Texas Government Code 447.009(d) requires SECO to submit a biennial report to the Governor and the Legislative Budget Board on the status and effectiveness of utility management and conservation efforts of state agencies and institutions of higher education.
The biennial report comprises these agencies’ and institutions’ Energy and Water Management Plans, ENERGY STAR Portfolio Manager-reported consumption data and quarterly Texas Fleet Management System (TxFS) reporting.

Energy and Water Management Plan
State law 4 Tex. Gov. Code §447.009 (c) and (e) directs each state agency and institution of higher education to set percentage goals for reducing its usage of water, electricity, gasoline and natural gas. These goals are to be included in a comprehensive energy and water management plan (EWMP). This law was intended to streamline and standardize the energy reporting requirements of agencies and universities.
To receive a copy of a state agency’s or institution of higher education’s comprehensive energy and water management plan or resource efficiency plan, please contact SECO. Include the year(s) you would like to receive. Reports go back to 2005.

SECO has chosen to use ENERGY STAR Portfolio Manager as the online tool for state agencies and universities to report their water, electricity and natural gas usage.
The following guidance documents were developed to instruct agencies and universities on how to set up an account in ENERGY STAR Portfolio Manager. Reports are due on Oct. 31 of each year.

Long-range Utility Services Plan
Pursuant to 34 Tex. Admin. Code §19.16, each state agency or institution of higher education must prepare a long-range plan for the delivery of reliable, cost-effective utility services to the agency or institution. The agency or institution must update the plan at least every five years to support five-year construction and major renovation planning. The plan is due to SECO only upon request.
