The 23-county Upper East region encompasses about 15,400 square miles in the northeast corner of Texas, stretching from the Arkansas and Louisiana borders in the east to Cedar Creek Reservoir in the west.
The region includes three metropolitan statistical areas (MSAs): the Longview MSA, the Texarkana MSA and the Tyler MSA.

Between 2012 and 2022, more than half the counties in the region recorded population growth. Van Zandt County saw the greatest percentage change at 20.4 percent during this period.
About 431,000 people were employed in the region in 2022. Railroad equipment manufacturing, motor vehicle manufacturing and support activities for mining are some of the most concentrated industries in the region as measured by location quotient (LQ), indicating the region has a competitive advantage in those industries.
