Get on the State of Texas Centralized Master Bidders List (CMBL)
The CMBL is a master database used by State of Texas purchasing entities to develop a mailing list for vendors to receive bids based on the products or services they can provide to the State of Texas. Registration on the CMBL provides businesses with the visibility to market their products and services to state agencies and institutions of higher education. CMBL registration is available online or you may print an application and submit with the $70 annual registration fee.

How to Become a Certified HUB through the Statewide Procurement Division (SPD)
The State of Texas offers abundant opportunity for minority-, woman- and service-disabled veteran-A1:C2 businesses through the Statewide Historically Underutilized Business (HUB) Program. The free four-year certification gives minority-owned, woman-owned and services service disabled veteran-owned businesses the opportunity to do business with approximately 200 state agencies, including institutions of higher education, that are looking to meet goals for contracting with HUBs.

CPA/DIR Relationship
The Comptroller of Public Accounts’ Statewide Procurement Division (SPD) and the Department of Information Resources (DIR) are separate state agencies that handle centralized procurement — SPD establishes contracts for non-IT goods and services, while DIR handles IT contracts. Both agencies are held accountable by Texas Government Code, Texas Administrative Code, and internal procedures to follow certain processes in order to ensure the best value to the state for Information Technology/Automated Information System commodities and services which can be provided to the State of Texas.
To conduct business with DIR and be considered as a participant for future contract opportunities, it is strongly suggested that vendors become or remain active on the Centralized Master Bidders List (CMBL) which is the mailing list used for receipt of bid opportunities. DIR does not maintain a vendor list.
Sufficient demand for a product or service initiates contracts. Best Value determination is used for award.
DIR encourages HUB vendors to respond to bid opportunities.
