State Travel Management Program – Travel Agency Contract
Texas Smartbuy Member Travel Eligibility
An officer or employee conducting official business of entities participating in Texas Smartbuy Membership program of the below classifications were given the option to use SPD negotiated travel contracts through the Texas Gov. Code §2171.055.
Entities classified as a Texas:
- County
- Emergency Communication Districts
- Municipality
- Public Junior/Community College
- School District
- Hospital Districts
- Transportation or Transit Authorities, Departments, Districts, or Systems
The above entities, by Statute, are the only entities outside of Texas State Agencies and universities eligible to participate in State of Texas travel services contracts.
Non Texas Smartbuy members are required to request and receive CO-OP membership to access the State Travel Contracts. Membership in the State CO-OP's is $100 per year and provides access to all SPD procurement contracts. Learn more about the Texas Smartbuy Membership, including how to join.
Existing eligible CO-OP members are able to access the State Travel Contracts at NO ADDITIONAL COST.
Travel Contracts
To use the travel contracts secured by the STMP, an entity will need to provide the 3 or 5-digit number that the travel suppliers require for participation. For CO-OP members, this is the 5-digit, alphanumeric, agency number assigned to the CO-OP member by the State of Texas CO-OP.
