The Davis-Bacon and Related Acts (DBRA) applies to federally funded construction contracts in excess of $2,000 for work being done on public buildings or public works. The DBRA ensures that local wage and labor standards are followed and requires weekly payroll tracking to support workers.
Davis-Bacon wage determinations specify the prevailing wage rates for classes of laborers employed on construction projects. Wage determinations differ depending on the location and type of construction project being completed. All laborers and mechanics working at the worksite must be paid, at a minimum, the applicable wage determination for a specific project. Wage determinations are set by the U.S. Department of Labor and can be found through the System for Award Management.

The U.S. Department of Energy’s (DOE) DBRA reporting software, LCPTracker, allows for certified payroll reports to be uploaded electronically. Municipalities, county governments, public higher education institutions and school districts must collect certified payroll reports and compliance statements from the prime contractor and subcontractors weekly to submit in LCPTracker. Contractors must spot check payroll reports throughout the duration of the project to ensure reports reflect any changes to wage determinations or DOE requirements.
