The State Energy Conservation Office (SECO), operated by the Texas Comptroller, is required to submit a biennial report to the governor and the Legislative Budget Board on the status and effectiveness of utility management and conservation efforts of all state agencies and public institutions of higher education in the state (Texas Government Code Section 447.009(d)).
SECO’s utility management report tool includes data each entity reported for electricity, natural gas, water and transportation fuel consumption as well as conservation measures, goals, strategies for achieving goals, implementation schedules, finance strategies and employee awareness plans. These data represent each state entity’s responses to our requests for information and are reflected as submitted. SECO did not verify the data.
State agencies and public institutions of higher education that directly pay for their utility services (providing agencies) are required to report their electricity, natural gas and water consumption. The following Texas state agencies (Table 1) and public institutions of higher education (Table 2) reported the highest levels of energy and water consumption over the previous reporting period.

Eighty-four state agencies and universities reported transportation fuel used by on-road fleet vehicles, off-road equipment and stationary equipment. The following Texas state agencies (Table 3) and public institutions of higher education (Table 4) reported the highest levels of fuel consumption over the previous reporting period.
